I was thinking that there was some kind of special primer that does a better job with paint sticking to plastic like the top bumper pad. Anyone know?

Yep, Plastic Primer sold at Home Depot for $4. Works great on regular plastic found around the house. But I've never tried it on the bumper though. I have tried the Flexible Primer sold at Autoparts store. It seems to do the trick.

The same primer from Home Depot will do the trick. I painted the pieces you're looking to paint and it has held up thus far (only about a month tho). Just make sure that you sand it real nice and give it plenty of time to dry.

Here are my front/rear bumpers painted:

I used the plastic primer on front bumper and the rear plastic pieces in the back.
