Parking Brake Woes

So here's my issue. I failed inspection due to a bad parking brake. I bought new shoes and springs etc, but when taking off i realized the main problem was where the cable connects on the parking break adjuster at the top. Looks like this was the problem that came with the truck as the pads were shot and the star adjuster on the bottom was already as loose as it could go on both sides.

Anyway, How do i take this off without removing the axle shafts. It's frozen and won't budge. Should I try heat? I hit it with just about everything else today.
 






its a 2 piece part,spray it with penetrating spray then try to work the pieces loose,you can hit it with a hammer lightly if need be .its rusted fast is all .
once you get the pieces moving it can be removed without taking the axles out .
i have done it many times .
