passenger brakes stuck

I have rear drum brakes my drivers side is good but passenger side will not close all the way I have already fried a set of new shoes on it I'm wondering if wheel cylenders are known to seize or if anyone else has a possible answer it would be great

Have you tried adjusting it?
Have you pulled the drum off?

it's adjusted all the way in!

My BII had a parking brake cable seize so the parking brake wouldn't let go and the drums wouldn't retract.
