It flashes every 3sec when inserted, when I turn it over it flashes quickly

Immediately after the key is inserted, the PATS light should go ON, solid, no flashing, stay on 10 seconds, then go out altogether. If it does not, the PATS system is preventing the engine from starting.

Yes, the Pat's system is definitely keeping it from starting. The truck went to a shop today because I couldn't find anyone with the software to reprogram the new pcm.
