Please help. I have a fuel related problem.

My 94 ranger has a 4.0,i have placed a new fuel pump,filter,plugs,wires,the problem is it loses fuel pressure after it is shut off,and runs bad while running,it has no power at all when driving,i had to get pushed up a hill to get home!!!!!!!! When it is running it smells like it is flooded,there is no appearent gas leaks under or above,i t ran perfect and just done this all at once while driving,i had thought the cats were plugging up so i cut them off and made no differnce,any help would be great

Ill look into regulator

Ill look in to getting a fpr,but they are 70 bucks around here and ive been trying to find one cheaper,even on ebay they aint much differnt priced,i am just afraid to spend that much and not be it,i just put 70 for a pump and 40 for plugs and wires,is there any way to check the fpr???
