Poor rustproofing

I recently purchased an red 08 Adrenalin and noticed that whoever put black rustproofing on did a quick job, basically I have a little bit of black rustproofing compound showing on the side on my running board and it's definitely noticable when I look at the truck from the side, anyone have answers on how to remove it myself, or am I looking at a paint touchup?

PS - also noticed there is some overspray on the inside of the rims, I've been told that gasoline is my best bet to move it, can anyone comment??

Hey guys, sorry my camera is buried somewhere under bedroom crap, but the overspray is relatively fresh (about a week), I rubbed at it with my thumb and spit and it actually came off a tiny bit, so FYI, tried Turtle Wax Bug & Tar Remover, worked great!
 






I've actually seen gasoline stain the rubber of a tire. You may want to try the Meguiars or Mother's, I can't remember which one, with the power ball for aluminum wheels and that should help.
 






Kerosene will work better than gasoline.
