power programmers and computer chips

i was wondering when i saw the power programmer III and computer chip in the stylinconcepts.com what does the power programmer do and would you advice to get both for $450.00......

and what are other better, computer chips or power programmer (hypertech), products for the bucks?

do you need the powerprogrammer if you already have the chip?

your input will be appreciated......

Power programmers are only for 5.0 Azteks. You don't necessarily need one of you already have a chip.
