Power window problem.

I have inherited a 95 Explorer xlt with 235k.The drivers controls for the power windows only runs the windows up and down with the door closed,is this normal?My second problem is that NONE of the window controls for any of the other windows will raise or lower any window.It seems like the window lock out on the drivers control isnt letting any of the individual controls function.Any ideas????Thanks
