Power window wiring problem

I have a problem with my 93 explorer xl i recently bought. It has front power windows. (manual rear rollers, do they come like that?). The switches dont do anything for either door.(no motor noises either). The previous owner has the wiring around the fuse panel kinda sloppy(theres two toggle-switches that look "home-done" that dont serve any apparent purpous. They also had a wire going into the CB fuse slot for power windows(without CB fuse). I bought the correct one at napa, put it in and still no juice. If anyone has any info on this issue, i would appreciate it. Its getting hot and I need my windows.
 






Take the door panels off to be certain that your truck even has power windows. I am not aware of any being built like that. It sounds like someone tried to retro-fit them onto the truck or started the project.
