Was hoping someone might know if Canadiantire lends the tools to remove and replace the power steering pulley up here in canuc land?

no we dont have autozone here.
last time i seen crappys chart it did show it. but if they dont have it you could go an buy it at princess auto they carry it.

OR is there away to get the pulley off without using the speical tool?
 












Anything is possible but I don't think the pump would survive...it's a press fit.

Princess Auto has a puller, $29 (2007 catalogue). It installs too.
 












I guess my new pump that will be here tue, morning, will most likely not have a pulley on it? Hope I can find a remover some aound here.

You're right, most pumps dont come with a pulley. However, they do come with a pulley install tool (kind of crude but it works, just a bolt and other accessories) and you can purchase a new pulley locally.
