Problems storing the spare tire

G'day guys I have a XL 97. when I brought the car the spare was in the back f the car, so I thought I would put it under the car where it is meant to go. but I found the cable would not go up or down so that I could store the tire.
Can someone tell me how I could fix this, and what is the part called if I need to replace it.

I took the winch off to see if I could fix it but not sure how to open it up to see what the problem is

any ideas?

Welcome, and if it is corroded much at all, I would toss it. Those do last a long time, but when they get corroded, they will break much more easily. I'd say find another one and bolt it in, they shouldn't cost too much. Regards,
