programming remote

Hi I have 98 Explorer sport and it only came with one remote. I got a couple more from ebay and was trying to program the new ones. I turn the key from off to on 8 times leaving it on on.
the door locks the first time I go from off to on. But when I get to the 8 turn the door locks don't unlock to confirm programming. Am I doing something wrong or do I need to do something else? I also tried doing it 5 times nothing happened

As posted by Billy this is the procedure.

1. Gather all your remotes

2. Shut all your doors and the liftgate glass

3. Put your key into the ignition and turn the key on, then off, for 8 times, ending in the "On" position. You'll hear the door locks lock and unlock. It's a confirmation telling you that you're in the programming mode.

4. Press any button on the remote. There will be a "lock-unlock" confirmation telling you that the remote has been programmed

5. Repeat step 4 if you are programming more than one remote.

Remember that when you program a remote, you need to program all other remotes because the RKE unit is assigning a new code to the remote. If you porgram only one remote, other remotes you have will not work for your truck. Hope this helps.
