so i'm at auto zone the other day looking at replacement bulbs for my driving lights... i see a couple of different things that catch my eye... first is an h3 halogen bulb rated for 100 watts and then a quartz halogen rated for 55 watts... now my question is which one is going to run a higher candle power?

The more watts with halogens the brighter the bulb.
 






"Quartz halogen" and "halogen" bulbs are the same thing. The glass is a quartz mixture in all halogen lights.
So, higher watts more candlepower. Also more heat. Heat is what shortens the life of a bulb. Small light fixture with high heat bulb = short lifespan.
 






there was one that was a clear glass bulb and a blue one the blue was tagged as a hyper white... i figured the same way you guys did... i just wasn't sure whether there was a difference in gases used in different bulbs...
 












see now the problem there is $$$$
