Question about something I saw on a Range Rover

I saw a Range Rover today and I can't figure out what was on it...

The roof rack was connected to the front grille guard by steel cables with tensioners on them....what exactly are they for?

dumb question I know....but i can't figure it out

i have seen setups like that where a canoe or something large and bulky is on top and needs reinforcement....
 






i belive this is part of the Hella roof top light system for those trucks, they fold down........

I could be wrong. :)
 






I've seen a Bronco with that kind of set up, and it carries a canoe all the time, except the Bronco has tow straps.
 






i hink there just for looks. i don't think there for straping thing down to. i could be wrong though.
 






One guy I know built a bumper for his XJ like that... he said people put those there to keep branches from hitting the truck as you drive by.
 






They are there to protect the windshield from tree branches and such.

I wonder if that Range Rover will every see a trail where they might be used....
 






When I do see it around town its either really clean and all prissed out or really damn muddy!....so its definatly someone that likes to play...
