Mine only run when the low beam headlights are on. The little green light should light up when your headlights are on and the fog light button is pushed. If it lights up and the fog lights dont come on check your bulbs.
Should be in the relay box. OK, wise-ass answer, but essentially the truth. There are two main locations, under-hood and under the dash, just below the steering wheel. Or am I thinking of one of my other vehicles? Hell, I don't know. Best advice: since you don't have a manual, get yourself to a local discount auto-parts store and purchase a Haynes manual for the Explorer. Well worth the bucks and if you even just do basic rudimentary maintenance, it wil pay for itself in a short while.
the haynes manual wont give you a definite answer to relay locations. the fog light relay for your 99 should be on the pass side under the air box in the secondary fuse block. there are posts on the site that give you listings of locations, just use the search bar.
