Rear Bumper Cover Removal How To ??

I want to remove the rear step bumper cover ( lays on top of the bumper ) on 2000 white explorer. Rust is running down from underneath the cover. The bumper itself is ok but I want to get at the rust under the cover. I looked under the bumper and can see hooks or tabs securing the cover to the bumper but how does the cover come off ? any help is great. thanks

Best bet is to remove the whole thing.
If I recall four 19mm nuts hold the whole shebang on.
Once the bumper is off you can easily access the tabs to pop off the step pad.

You pinch the tabs and gently lift from the top side.
