Rear drum brakes

After getting a quote of over $300, I decided to tackle the brake job myself. I reassembled the right brakes while looking at the left brakes, but when I went to look at how the cable with the hook on one end and the loop on the other end is setup, I noticed that half the cable is missing in my left brake setup.

What does this cable do? Is it necessary?

I know the circular part is attached behind the two springs, but is the bottom attached to the same hole as the bottom spring. And does the cable wrap around the half circle peice where one of the top springs is attached?

Also when I got my quote the guy said i needed new drums because they are too big. If they were too big then why did i have trouble getting them off? Makes no sense to me, my buddy said i can just get them cut.
 






The diameter of your drums probably exceeded the maximum diameter limit due to normal wear. If you were to "cut" them, the diameter would be further increased. Then, the new brake shoes would be too small for the drums.
