I have a 2000 xplorer as well and sometimes my back washer doesn't work because the tube that takes the washer fluid on the wiper comes disconnected. Get someone to press the rear washer while your standing behind the car and if you see washer fluid shoot out or run down the car, you'll know it's disconnected. If it is just connect the tube on the wiper to the place where the washer fluid comes out.
