Removing Rust

I just got a explorer sport 96 and it has alot of rust. Like on the bumper, rims ect. What can I do to take it out with out ruining anything?

I think if it has rust already, it is already ruined. But, don't get me wrong, it is repairable. You just cant have that back to showroom look with out a lot of hard work and money. You can just simply sand the rust off, prime, and repaint certain objects. Chrome is better off just replacing with new, wheels can be polished, powder coated or rattle can sprayed.
