rocker arm shaft?

Just finished replacing a few rocker arms and pushrods in a neighbors 96 4.0 ohv. Probably over thinking but when I went to mount the last rocker arm shaft it wouldn't freely sit flush because of a couple pushrods sitting higher. Which I then figured the valves would allow the slack once I started tightening the shaft bolts. I'm guessing I just didn't notice them when removing. shouldn't have to adjust anything as that's the furthest it was broken down. Basically I'm just asking for a third opinion that it should be fine. thanks ahead of time
 






If I understand what you seeing correctly, that is normal.. As long as the rush rods are "in" the cups of the rocker arms you are fine... The lifters will collapse some as you tighten down the rocker assembly.
