Rotted Spring Tower

[92 Explorer 4x4]

Hello. I was told that I must replace the spring tower on my 92 explorer 4x4 in order to pass inspection. Is this something I could do myself? I am quite a novice and I usually work off the repair manual, but the manual does not cover this job. I am not sure if the spring tower is bolted or welded. If bolted, I would assume that I could do it myself quite easily. If welded, I do have friends with some welding experience that could help.

This is a beat up old truck with 150,000 miles on it. I bought it last year for 800 dollars. I don't mind doing the work, but I'd prefer not to spend too much money in the process. I appreciate any advice you could offer!

spring tower is riveted and welded i believe. you could bolt a new one in, and get it welded, but it is a serious job.
