Rugged Ridge 7in HID problems

Hey guys Im having a problem with one of my HID red rings that I purchased a bit ago. When I try to turn on the light it just won't turn on I checked the bulbs first and that doesnt seem to be the problem because it worked fine in the other light I have. So because of this I contacted the seller I got them from and he's willing to help me out with the cost of repairing the lights since I've only had them a couple of weeks. So my question is since the lights have internal ballast and starter are they sold as a set or can I buy one of them individually. Also how can I test them out if they are separate to see which of the two is the faulty one. Right now I haven't actually taken apart the light because it appears to have some kinda grey glue holding the ballast in the back of the light so I wanna know before I take that glue out. Also what kinda glue is that, i'm guessing its to protect the ballast but can I purchase a replacement tube of this stuff. The lights are being powered with the rugged ridge relay and the light part number is 15205.03. thank you in advance for any help you can give me
