Seat Belt Retractor replacement

My '02 S/T has a Driver Side seat belt that is very slow to retract. Its seems that... IF.... the retractor mechanism has a spring in it.... the spring is not winding the belt back into its stowed position.

Any idea if I'm correct about my diagnosis and if so what may be the repair options?

I've had this problem on my Ranger for a while now, and I googled to find what can be done. The answer I found on multiple sites says it's caused by a dirty belt, and the solution is to pull the belt out as far as you can, and let it soak in a bucket of soapy water! I haven't tried it yet, but thought I'd mention it.
