this usually happens cause the seatbelt itself gets dirty and the dirt gets lodged in the spring mechanism, u can try cleaning it to see if that helps any. just use regular soap and water to clean it
clean the seatbelt itself and then when ur done spray some graphite lube into the seatbelt mechanism......use graphite lube because it doesnt dry out like regular lubricating oil or silicone
