Shifting problem. Please help.

97 Explorer 5.0L
I have a 97 ford explorer with a 5.0L and its like bipolar when it acts up, but sometimes i have to let off the gas pedal in order for it to shift, otherwise the rpms just keep climbing, but also if i turn on my truck off and wait 10 seconds or so then turn in back on the problem goes away has anyone had this problem or have any ideas?

yea but its a new tranny to the truck 40,000 on it, and its doin the same thing as the old one which had 210 thousand on it
 












yea they said the tranny was fine and i also took it to the ford dealership and they couldnt find anything
