Slow Turn over, battery cable hot

It wouldnt start one day. Not the battery. The started would hit, but for a moment. It was smoking. Battery cable hot. Replaced starter, same thing. It does turn over more now, just too slow to start.
 






Is there corrosion at the battery terminal? Does the insulation on the wire look like it's bulging out around the connector? If so the cable may need to be replaced.
