Squealing Noise

Hey, I'm new to the forum just picked up a 98 Explorer XLT 4x4 SOHC last night. Anyways, I have noticed that the truck makes a squealing noise when driving from 15 to 30 mph. I let off the brakes and put the vehicle in neutral and the noise continues. It is timed with the wheel speed so I am thinking it could have something to do with the brakes? Also, at low speeds it makes a groaning sound when turning the wheel hard in either direction. I have noticed that it shudders a bit when braking so I am assuming the rotors are bad but would that cause these other symptoms?
 






Yeah, my dad put new wheels and tires on a nissan quest last week, and about three days later, it would do the same thing. After he got above 20 mph, it would stop, but as soon as he got back below 20, it started again, even at a stoplight! As for the turning problem, I think you have two separate problems on your hands. Oh, for the solution to the squealing: after about a day, it went away! Weird, I know. Hope this helps,
