Believe me I tried searching this first...

Lately I've noticed pauses in my steering power while turing, similar to the pump just shutting off. When it happens I can let go of the steering wheel on a turn and the wheel remains in that position, until I musscle it slightly one direction or the other and I get my power assist back. I've checked my fluid and it seems to be clean and filled high enough.
Any ideas what it might be?

From the sound of it, you have a bad spot in your rack & pinnion. This is not uncommon to occur with r&p steering systems, and the only way to cure it is to replace the whole thing.

when that happenned to my accord, the power steering fluid level looked fine. but the rack underneath was soaked. checking the fluid can be deceiving.
