steering problem

Wife's ex has been having a steering issue for a while. It seems like there's no power (hard to turn) when turning into a parking spot. I had increased the pressure / volume as talked about here. This only worked for a short period of time. What do you guys think?
 






Could be an internal leak in the rack.

EDIT - also, you sure 4wd isnt on? if so, the vehicle should 'buck' and hesitate during very slow parking lot turns as the driveline is stressed by the different wheel speeds.
 






Does the engine idle speed dip down? Happens to mine once and a while.
Clean the IACV and see if that helps.
 






4wd is not on. IAC is clean (have recently cleaned trying to find a miss / hesitation). Not sure if idle speed dips.
