on my 2002 Explorer I have noticed a chatter in the steering when turning the wheel at low speeds - like it's missing fluid. I checked fluid levels which are OK - Then experience the same but a much more violent steering wheel vibration when driving down the road @ 60 MPH - just about shook the watch off my wrist - plus freaked me out. What's up with that?

How are your tires? I would start simple and move up from there. Rotate your tires front to back, and get them balanced. If problem still exists, I would then get the front end aligned. If the problem still exists, I would maybe start checking things that moved up front, I.E. tie rod ends, ball joints, etc. Good luck!

mine does the same thing it vibrates when i go a certain speed. I need to replace i think my rear and front ball joints and it makes a loud squeaking noise whenever i stop and go over speed bumps

If its not any of the above, it could be a bubble in the power steering system.

This is typically caused by moving the wheel after the ignition is turned off. To correct it, you do slow multiple figure 8s.

Second the power steering bubble and i did the 8s and it fixed it.....Worked on my 99 idk about a 02?

but, would air in the steering lines cause a rampid vibrations/shuttering at highway speeds?
