I have the 04' XLT model and currently I have the cheap HID kits installed. I'm wondering if I could upgrade to the Projection headlights and put in the blue HID bulbs right away. Is it possible to change out the housing and all and do this? If so, where's a good place to find the aftermarket housings to fit the new bulbs?

In order to get projector headlights for our generation, you will have to do a retrofit. Several members on here, including me, have done this. I used FX-R projectors from The Retrofit Source and bulbs/ballasts from DDM Tuning. I did mine in 2009 and have not had any issues.
I highly recommend against using HID bulbs in the stock housings. The glare they produce will blind oncoming drivers.
If you do the retrofit, I suggest 4300-5000K HIDs as they will give you more light than those with a higher Kelvin rating.
If you are not going to do the retrofit, I suggest HIR bulbs. The best deal I have seen on them was on Amazon.
