Strange idle search at startup (with video)

So about a month ago I had no issues. I had disconnected the battery, and expected there would be some re-learning. I started it up after reconnecting and the engines starts and the RPMs drop very low, then search around and finally stablize. All of this happens within the first few seconds and then normalizes with no further issues. I figured it just needed time for the computer to get re-acquainted with everything, but it's still doing it a month later.

Now, normal troubleshooting would say clean the IAC. But this is an 04 and the throttle is drive-by-wire. AllData is very clear that you do not remove the IAC motor and clean it, which agrees with what I understand about the system.

This never happened before disconnecting the battery, but has been there ever-since. It happens probably 50% of the time, more often when cold. It drops so far down that you think it might stall, however that has never happened.
