strange loud noise

my 2000 explorer xlt v6 is making a very loud noise that sounds like a leaf blower. It is an occasional happening but seems to be becoming more frequent. Most often the noise seems to happen when I stop and put it in park or nutral but sometimes when going down the road. I don't think that it is a pully and I changed the fan clutch. My power steering pump is noisy but this is much louder.

lol our explorer did that off and on mostly i noticed say in a mc donalds line or when it idles in park too long... i also noticed alot of other explorers doing this... i know chevys electric fuel pump is very loud and it sounds something like this so perhaps its normal.... we even brought it to the shop to see why it was doing this and was told it was normal.. but that was the dealership and it was still under warranty sooo
