Temp gauge problem

my temp gauge never rose pass the C mark even after long driving. it just stay way below C or bearly touching C. but when restarting the car while waiting for the 'ding ding ding' sound to pass, the gauge would show roughly the correct temp. but once engine is started, it will drop back to the C mark. probelm with the Temp sensor?

Thermostat. I changed mine and it instantly came back from C and the car run much better. It's a $8 part and changing it is fairly simple
