The fuel filter is stuck, and won't come off.

'99 Explorer V6 OHV 4x4
Hi, I have a 1999 Ford Explorer V6 OHV, 4x4. What happened is, that someone put the wrong fuel filter and nobody can get it out to change it (the fuel filter its too close to the hook on the fuel lines and noone can get the special tools in to get fuel filter out). Probably will have to cut the fuel filter and/or the fuel lines where the fuel filter is, and have to change the complete fuel lines (which I dont want, and its too much money for that).
Any recommendation on how to change this fuel filter, w/o cutting the fuel lines. or what to do on this.

We cut the fule filter w/ a saw, then w/ a small flat screw driver we lose the inside lock on the fuel lines ( after the lock are free, you can get out the part that is inside). We put the new filter and everything was good.
