throttle question/seafoam deep creep

I noticed when I used deep creep to spray into the throttle body? to clean the butterfly assembly that the butterfly (after setting a heavy rock on the gas pedal) is only a 1/4 of the way open. Is this normal, or does something need adjusted? (sorry if this is a stupid question)

nope it is normal, the butterfly doesnt fully open up. also how high are you reving it? haha, it opens up more at higher rpm

im not reving the engine. it is off to clean the intake. gas pedal is pushed all the way to the floor
