Is there a drain plug on the torque converter for the 2005 Ford Explorer sport track with the transmission 5r55e ?

Probably not. As far as I know only the V8's and drain plugs on the TC.

Is there any way to drain the tc? I am having a shifting issue and the o/d drive light is blinking showing off . I was going to start with a complete fluid change and see if that fixes the problem. The truck Roma seem normal and but does not want to kick down when I am trying to pass plus it is slow when taking off but when it is up to speed it seems ok. Any suggestions?

A flush would change all the fluid in the system, but some here don't recommend a power flush. You can exchange the fluid yourself by disconnecting the trans lines, using a couple of 5 gal buckets and a lot of trans fluid. Frankly I doubt this will help your issue, but who knows.
