Torque Settings (Haynes Manual)

The Haynes Manual (91-01, mine a 97) under Torque Specifications lists the various values for each area. However, for example the transfer case drain plug it says 84 to 204 in-lbs. This is a bit confusing, does this mean it can be tightened from 84 to 204 and anything in between, 84 as a minimum and 204 as a maximum? The oil drain torque value is only a difference of 5, 17 to 22 in-lbs.

So what torque do you use, the lowest, highest, in between?

Hand tight is what i have used to tighten all my drain plugs.
