I just did a torsion twist on my 2wd 2000 mounty and twice I have raised it a little more than 2" and it was sunk back down to 1.5" both times. Should I just keep trying or am I doing something wrong.

Its normal for it to settle after the adjustment, and honestly 1.5-2" is optimal so you are basically there. I would drive it a bit and get them settled in good, and if you need to, keep cranking. I had to turn mine a ton to get the lift. Mine settled to just above an inch with the drivers side bolt all the way in.

edit: I see you are 2wd, so you can go over 2" because you don't have CV's. I would keep cranking and let them settle.

Its after a few hours after I drive it. My bolts arent all the way in though

Gotcha, I edited my post, I saw you have a 2wd as well. I would keep going. I had a similar issue. Turn the bolt and it seems like it isn't lifting anymore, but I would keep going until you get the lift you want. Just remember the alignment after it settles for atleast a few days (found out the hard way, I took it the following day and it settled more and It was all out of whack)
