Trailer tow Backup Relay Fuse

My vehicle has the harness under the passenger fender with the wires available to run a 7 way connector. I am trying to get a 5 pin connector to work with the backup lights. Using a multimeter, I am getting power to the running lights, turn signal lights, and brake lights. The backup lights are not getting power. I checked the fuse box and the fuse #60 "TT backup" 10 amp fuse is missing and the slot only has 1 leg of the two. The relay #38 "TT backup relay" is also missing with nothing in the port to connect to.

Is there a way to tap into this, or an alternative to get the backup lights to function on the trailer?
 






Most of the threads on wiring discuss either a 7 or 4 pin harness. I know there is a thread or post on connecting to that existing harness but have not been able to find it so far. I did find this but it may not help. How to install a factory tow package on a 2016 XLT

My problem is all wires and electrical connections seem to be there, the only thing that seems to be missing is the fuse and relays. It seems that everyone else has been able to add the 7 pin harness, even on non-factory tow packages, because they also had the fuse and relays pre-installed.
 






If you can't install the fuse and relay then is it possible to tap into the wiring from the Explorer back-up lights and hope the fuse will take the extra load? Perhaps another member will have a suggestion/solution.
