tranny and 4x4 problem

my buddy has a '93 eduie bauer (however you spell it) and the tranny doesnt wanna go into second. it seems tht wen you get on it it stays in first long enough to get the rpms up and when you get off the gas it will shift into 3rd. at the same time the 4x4 buttons arnt engaging the transfer case. you can hear the button send a signal to the computer but then nothing happens in the transfer case. he said he removed some vacuum lines from the transfercase and there was fluid in them... i no the description isnt to good but id appreciate your guys's opinions on what you think might be wrong.

If you have tranny fluid in the vacuum lines, you may have a bad transmission vacuum modulator, as far as the 4x4 issue, your shift motor is having the same issues that most of us have repaired on our 1st Gen explorers by reading this http://www.explorerforum.com/forums/showthread.php?t=123542
