Tranny Kickdown Cable Function <SOLVED>

'94 Explorer XLT 4dr 4x4

Recently I've been having rough shifts and it stays in fourth too long when slowing down bogging down the engine.
The kick down cable on the gas pedal is sticking out all the way when truck is off or idling. Is it supposed to move with the pedal? If so, what can I do to fix it?

Edit: I also pushed and pulled on the cable and it is still attached, not broken.

Perhaps I should specify that I simply wish to know what the purpose of the secondary cable was and if it is supposed to be fully extended when the truck is KOEO or running.

COuld even respond with a picture of one so I can see how it is supposed to look.

The cable is adjustable
On the engine side of things there is a plastic button that you depress that will allow you to pull the slack out of the cable
Next time you depress the fuel pedal the cable will self set to the correct tension on the adjuster

The cable should indeed be attached to the throttle pedal, there are two spots on top of the pedal, one for the throttle cable and the other is for the kick down cable
The kick down cable tells the transmission when you mash the fuel feed quickly so it knows to downshift
