my transfer case is stuck lo.what can i do to shift up? i removed the control from the rear of the case it works, but i can not shift it manually

They can be a little tough sometimes. Did you use pliers or something like that? Did you have it in neutral on level ground? If not, you may have some pressure on the driveshafts holding it in gear? If that's a possibility try it on level ground and in neutral, If it's seeming like you may have to pull the t-case anyway, unbolt the driveshafts and try it again. And you're sure the motor is working? You physically saw it turning? Just because it makes noise doesn't mean it's turning anything.

It can take a little torque to turn that odd shaped stub. It feels like it's spring loaded. Try vise grips, or a ratchet with a socket that fits snug.
 






i spun the rear drive shaft in reverse while holding tension on the shifter,it shifted into the high position. took it for a ride its still in lo. is there and electric sensor or switch that shifts also, or after the goat drove for 30 miles in snow in lo, did he fry the tranny-transfer?
 






No, if either one failed it wouldn't go anywhere, or it would at least make a helluva racket. You say you got it into 4hi, were able to actually move the selector on the t-case? There should be a noticeable detent and you'll feel it click in if you moved it far enough. Might not be a bad time to look at doing a BW1354 swap and make it a manual shift. I'm doing that right now actually, just taking a break. Pretty simple, everything is a direct swap and bolt on if you get all the right parts.
 






You may have a problem with the shift rail, cam, or fork. Sounds like time to go inside the case.
 






Also I assume you are familiar with the range shifting procedure?
