transmission not going into overdrive

how should I check to find out what is cousing this, it shifts 1-3 fine but will not go to overdrive. It is a 91 explorer? Thanks - John

ok i took out solenoid and had tested and cleaned and it was fine and still no overdrive what should I try next? the pan was very clean more than I thought it would be and that solenoid looked new it was a bosch is that factory? thanks - john
