transmission problems

my explorer is not shifting in to second gear corectly i haft to let go of the gas and the press the gas for it to shift into second gear, so far i have changed the vacum modulator could anyone help me with this and im hoping it doesnt need to be rebuild

If it does it only when cold, it could be the regulator.

If it does it even when its hot its likely a broken / mis-adjusted band
