trouble after modulator replacement

my A4LD delays shift until like 4k and only shift after let off the throttle and it shifts hard. Reverse shift really hard going into drive is fine. I replaced the old leaky modulator and replaced the rubber liner with new hose. This new modulator is and adustable one the old was not would adjusting it fix the late shifting?

Any idea where I should start?
