Truck not moving on flat in DRIVE or REVERSE

Hey. For some reason my sport trac doesnt move by itself when in "DRIVE or REVERSE" on the flat. It stays still as if the parking brakes is slighty engaged, but its not. But when i press the accelerator, i can still feel the resistance as if the parking brakes were slightly on as well. It is making the truck feel lazy as well as its killing my gas mileage since i live on a hilly island. Has this happen to anyone before, or can anyone help me

or parkbrake cables are siezed (rusted inside the sleeve)
