On start both 4x4 high and low lights flash and then go off.

Turning to switch to 4x4 high does not light up dash light. I hear a click from module in glove compartment.

When I turn the switch back to 2wd I still hear clicking from the module. A couple turns on and off or going in reverse usually stops the clicking.

Never really feels like 4 wheel drive goes on.

Seems like your shift actuator is bad, the flashing on start up is not actually engaging anything, more like it just "Tests" the lights.

the clicking is just a relay in the dash, but due to you hearing the click, the relay is not bad.

That's where i would start.

What and where is the shift actuator? A couple months ago I tapped on the transfer case motor and it started working for a bit but then I couldn't get it back out of 4 wheel high. Does this point to the motor?

Sounds like the shift motor. Try cleaning it out with compressed air, spray all the moving parts with a silicone lubricant and cycle the t-case in and out of 2h, 4h, & 4l a few times to get the lubricant worked into everything. You may have to tap the motor a few times in the beginning like you did earlier.

Does cleaning out the shift motor involve taking it apart? How hard is it to take apart? I have seen threads where once it is off there is a way to manually move from 2wd, 4 high, and 4 low.

I know it's pretty rusty underneath. Am i better off just replacing it at that point? Could the connection itself cause this?

I was leaning toward the problem being the shift motor, just wasnt sure.

I'm only saying to clean it as it sits in the tuck not taking it apart. Sorry about that I said that in a confusing way. And yeah you can shift it manually using vise grips.
