vacuum line problems and cel codes 172 and 136

I'm new to the forum and this is my first ford. I bought this explorer about a month ago with 175,000 miles. And I have two problems #1 I have a rough idle and a rich smell with cel codes 136 and 172. I have cleaned the iac and the maf with no change. #2 when I bought the truck there was a white vacuum hose that comes from the lower frame area up by the egr that was broke. So to get it home I used electric tape, but still didn't notice a difference. Well 3 days ago while I was tracking down a coolant leak that turned out was the water pump I found the other end of the white vacuum hose that runs to the driver side wheel well towards the front and I found something that looks like a pump, with two lines that connects to it. It says Simons I believe. But on the bottom of this thing is a pin hole. I think that vacuum hose is supposed to be connected to it but some how broke off. Any clue what it is, how to fix it, and could that be causing my rough idle and the cel light? Any help would be appreciated. Thanks
