Various electrical issues on my 98

1. Backup lights don't work
2. Interior lights don't work
3. ABS light is on, but not all the time
4. Cruise control quit working (papers that came with it showed this had been repaired under warranty, replaced the switches or something else in the steering wheel)
5. CD player quit working, again. Cleaning the ends of the ribbon cable didn't fix it a second time.

I recently checked all the fuses, inside and under the hood, all were good.

I put new brake pads on the front (ABS light was on already) because they sounded like the scraper tabs were dragging. Nope, not even close. Now the #@@%@ brakes make the same noise, but even louder. Also put new parking brake shoes on the rear because their linings were cracked and falling off. (Looked like someone drove it with the parking brake on.) Was going to put new pads on the rear but they were like new still so I didn't.

I did find a TSB number 6035 NHTSA number 606949 which refers to an issue in the 98 and 99 Explorer, Mountaineer and several other Ford models where the ABS light is on without setting any codes.

I'd like to know what the fix is for that so I can try it and see if it does the trick, but I cannot find the full text of that TSB anywhere and the Ford dealer I went to insisted there's no way the ABS light could be on without there being a trouble code set, would not look up the TSB. Just wants to charge a ton of money to have a look at it. Could be the no code fix is simple, easy and best of all needs no parts so would be free for DIY - if one could find out what it is.

The NHTSA site said they could "research" this for $50 an hour... WTH? It's a government agency, their work is supposedly all paid for by taxes. $50 to let me see what they already know- otherwise there wouldn't be this TSB! The "research" would just be sending me a file or a link to the full document. (BTW, they can't right now due to the government shutdown...)
